Move sections up and down via buttons (rather than drag and drop)

Proposal to quote the generic overall start date so that for services without 'key' dates, it's clear on the expectation of the start date

Not all services have 'key dates' - and without them, there's no start date to the proposal of the engagement letter. The alternative would be to have a key date for everything - but then the option to make key dates optional is pointless instead....

When selecting Won as the status of reports in the Proposals tab it should only show you the one marked as won and not all previous versions of this proposal

In the proposals tab when I try to create a report of all 'Won' proposals in the last year it doesn't only show me the current Won proposal as it also shows me all previous versions of each proposal even though they have a status of 'Live'.
