Currently proposals that are deleted cannot be recovered. This is a flaw in the system, because Proposals can easily be deleted accidently like I did in this case. Also when you have teams involved, mistakes can be made by team members and in some instances could also be deliberate sabbotage in case of a disgruntled employee.
